You are trying this in SinglePlayer or on a FL Server?

if it's in your own server, it should work, but if it's another sever which does not have it locked, it won't work. but i think i remember hearing of a glitch that, the gate won't open for some reason, so you'd have to make a set of new gates.

yes my own server ?!?!?! man that stinks

with just removing the entries in the initialworld.ini file for locked gates you also have to delete all the character files on the server or it will not work for long on new characters and at all on existing characters.

I believe I heard about a MOD that would work without the player wipe but never bothered checking it at as I had already set my server up with the edit the initialworld.ini and wipe all the players method.

Certainly, there are no Nomads in Alaska as there isn't an encounter set into the MP game.
The encounter is a SP storyline one which would take too long (and im not even sure about everything in it yet) to explain and do. Sorry.
You can always add them in by hand though, check the newbs thread for encounters

I can help there, i can make you Nomad encounters in Alaska & Tohoku if you want.
