I would use the freelancer explorer, the older one, not the new tool.

It isnt better, its just more complete, finished. and more buggy.

but its easy to understand, though its not easy to use, things crash way too often, i even experienced when it cleared an ini completely because of a bug.

the other, new one, is less finished but once the guy worked on it for a while some tutorials and documentation should come and itll probably be the new preference for most, cuz half the time they use on correcting errors made by explorer.

You should also give it a try and use the SDK and start coding in plain text. You have much more direct control on things, and it will greatly imrpove modding skills and knowledge of the interior working of the game, trust me. I code in plain text only.
