first hi im new
secondly does any1 hav a list of the numbers for each body part so people can make them selfs other characters?

You'd do better asking this in the Editing forum, this forum is for discussions about the game itself, not the goings on behind the scenes. With any luck a moderator will move this to that forum and you'll get answers from people who know their stuff

There is a program called the Freelancer Character Editor made by TheJkWhoSaysNi
This is a cool Graphical Interface Utility which enables you to edit the appearance of some of the characters in Freelancer.

But your probably looking for the file where all the body parts are...
Try Freelancer\DATA\Characters
The bodyparts.ini and costumes.ini and NewCharacter.ini files are in that folder...

im new and have a question about the neutral save game file i downloaded from here earleir. well this is my question, How do I use the blasted thing. If you know how or know who does please let me know. Thanks

Canuk1:
Locate the folder that all of your current savegames are in, and place it with them.
Then, when you run FL, just load it.

Watch your 6!
