Does anyone know why the lips on changed character models won't move? Or, does anyone know how to fix it?
Edit every cutscene in the game
That's about the only way, the animations and bones to move are specified in each separate cutscene.
*Edit*
Just had a thought, although I haven't tried this so it may not work. Create a copy of the new model you want to use, and rename the joints/bones to match those of the character you are replacing using the UTF-Editor. It may still look a bit strange, but it would probably get the lips moving.

Hey Hades, welcome to the forum bud!
I had a similar issue with the cutscenes in Halo when I got my new NVidia5700LE, and put it on full power.
Disable your video card's "Anti-Alizing" feature. This should re-enable the lips.
I know, it seems stupid and dumb, but it should work.

How exactly can you change character body parts? I'm asking because I want new heads, or at least re-texture old ones.
1) Edit the BodyParts.ini and/or Costumes.ini files.
2) Use the UTF to XML editor in the download section.
-It'll extract all of the images, which you can then edit, then you can recompile with the same program.
