Buy and upgradable bases

When will there be a mod (SP or MP) that will allow people to buy there own base and even get upgrades for it so they can get a low priced one to begin with and still be able to own their own ship. Then you could go make money and upgrade your base (defenses, expand it), store commodities and maybe even sell ships there?
