I don't think it's possible to get weapons to appear.

What you already thought is correct. The higher the number of the asteroid_loot_difficulty, the higher the percentage of "not getting the commodity"

The dynamic_loot_difficulty is to my knowledge the percentage that determines the chance of minerable asteroids to show up. (the small asteroids that you need to shoot in order to get the commodity)
