How do you make it soo a cruiser (with you as pilot) can doc

As far as I have seen, they can only dock at moors if the planet has them. If it is small enough to go through the rings, use the ghost ring mod that comes with FLMM to get through without hanging up. If it is too big, you will be stuck with moors. I had a carrier that could leave manhatten, but could not return.

move the hp mount further forwards on the ship, that can get it to dock in most places, only problem is with the really really big ships you start having the rear end of them crashing into the planet at undock, so you have to be carefull in regards to how far forwards you push the hpmount to just get it to dock but not crash in undock.

You DON'T.
Just let them dock at the mooring fixture and that is it.
It is logical that large vessels will dock there.
A Rhienland battleship won't land on the ground you know
