No population in the bar

I’m too tired and I’m puzzled in a problem that I can not solve…
I put some new bases in FL. everything seems to be OK but I don’t get any people in the bar except the bartender. Also I don’t get any missions but only a message that I must be in friendlier terms in order to get one.
Of course I’m in max friendly.

I already checked the data in universe.ini, in systemX.ini and in mbases.ini and everything seems to be OK. I know I’m missing something but I’m stuck right now…
Any help would be great…

are your destroymission are the same level with the npc in space?

Thanks a lot for the answers but... I have already read Chip's thread and also I know for sure that there is no need destroy mission to be in the same level with the npcs in space.
Bellow I'm sending you the code of one base that I add. As you can see faction is Liberty Navy, everything is OK, even the ids for the names but for an unknown reason I don't get people in this bar (neither missions). I have done this more than 20 times and I never had a problem, but this time...
I try this with different factions (li_p_grp, li_n_grp, fc_lr_grp) in different systems (Cortez, Bering, Hudson) and with different archetypes of bases and every single time I had the same problem (no missions or people in the bar, except the bartender)

Of course as you probably know all my previous bases in N.Y., Colorado, California and Troy systems works OK and I made them with the same way...@#@@##....

I can't find anything wrong... Can you forward me that particular codes in script format... i'll see what i can do..

BTW... DestroyMIssion is related to the Level of supposed enemy NPC and DIff2Money.ini. Thos two numbers after the destroymission are the ranges of difficulty and the amount or pay they will pay you. Now if you don't have a popup or patrol_paths with corresponding vignettes, the npc's in that base would not be able to give you any Missions...

Thanks a lot for the advices and your help, but I finally found what the problem was and had anything to do with my code.
I post here the solution in order to help if someone else has this.
I erase some old bases from universe.ini that exist there, but never used. By doing this, there was an entry in mbases.ini about one of these bases that created the problem.
So take extra care when you decide to change something in your mod.
