How do I make my own star maps?

How do I make my own star maps? I want to edit or creat my own version of the systems and location or the planets and stations.
Is there a tool?

Yeah there is a great tool called Freelancer Explorer in the tools forum. It makes system creation a breeze. But you STILL will have to do some INI editing to get the cool stuff to happen like new ships, capitalship encounters...etc....but i use FLE and it works great. Also look up the C:\temp error in the threads so you can fix this minor problem...it is a simple fix...

1.make an INI file called FLE.
2. add the following lines....


[Freelancer
EmptyDllPath=C:\Program Files\Freelancer Explorer\empty_resources.dll
ModPath=C:\Program Files\Freelancer Mod Manager\mods
AppPath=C:\Program Files\Microsoft Games\Freelancer
OriginalInipPath=E:\D\FreelancerModifier
[Config
ZoomFactor=10
Backup=YES
LowMemory=NO
LanguageDll=
TransparentBlit=YES

(remember to close the brackets on "Freelancer" and "Config"

3. add the newly created FLE.ini file to your windows directory..(just direct insert in to the diretory)

if you do not know how to make an INI....just copy a random INI file you find...and just clear out all the info and add the above info in and "SAVE" not "SAVE AS"....after saving....right click next to the edited ini and use the "rename" on the scroll menu and rename it to "FLE" (case sensitive make in capital letters) so now you have the appropriate FLE.ini fileand you're off
