Alright, I got Liberty and Rhienland at each other's throughts (perminently). I have Cruisers, Dreadnaughts, Gunboats from both areas in each other's areas. I the player decides to get involved I have empathy adjusted accordingly (kill one and your rep goes up with their enemy).

Now one last question.......
While expermenting with empathy I noticed as soon as I started firing at a gunboat, etc no matter which side it's on in the fight...everything goes red on me. Is there a way to change say Rhienlands values to be the same as local Pirates, in other words is there a way I can change the game so that when I shoot at a Rheinland ship I suddenly dont become everyones favorite target??

Don't know - have a look at the bounty hunters empathy with house cops and so on. Reason is that the bounty hunters don't go hostile when you are shooting cops, and vica versa

Just a guess, but try to modify the 2 reps to each other in initialworld.ini.
That's where I would start.

Already did that, once I started a new game it allowed the two sides to fight automatically.

Food for thought - the problem is, to take a look at the setting for the pirates and find out why when they are attacked general faction does not change. If the setting that allows this to happen can be found (and hopefully it's not a hard coded action), then this setting cant be replicated with whatever group I want allowing the player to attack this group without being attacked by everyone.

I would assume that its because there initial reps are not friendly to each other.......... which is all you can assume (like i said, check the bounty hunters reps to the police for house factions, and then check teh police to bounty hunters. Therein should lie the key, cause non of them turn hostile with each other. Delve yea into the initial_world.ini file and find out
