Faction Pilots

I want to create a NPC Pilot that you may occasionally run into while flying around. Such as if your flying around Liberty, you may run into a Elite Pilot(That has his own ship or something) named Billy Bob.
How would I do this?

maybe you could create a faction for Mr Bob. Lot of work for one npc though. Look in the newbie threads.
