Lawful vs Unlawful

I'm trying to make a WW2 style mod. Basically I'm using Ultra64's BattleShip Encounters mod, and changing the initialworld and empathies .ini so Kusari and Rhienland are at war with Bretonia and Libery.

This works really well, and there are some very kick ass battleship battles going on. HOWEVER, because both the Navies at war are listed as lawful, if I join in a fight to help on side, BOTH turn on me (not cool when both have several cruisers).

Is Lawful/unlawful a binary variable, or can somehow write my own strings (such as "Axis_Lawful".

Has anyone else encountered this problem?

So lawful factions will aid each other against you when you attack them, even if they're enemies with each other?

It's just a theory, but you might be able to look in the single player campaign files to see how they manage to have you fighting Rheinland ships, without your Liberty Navy allies turning on you...
