Well..............the wrecks CAN be made to regenerate their loot to being replenishable whilst still online as FAR as i know. However, i haven't tested this yet. It will be to do with the visit line.

You can be sure the enemy had the flag when they sell it for 10 mil - as the players level will rocket

They die, the flag goes. IF the wreck can respawn loot so quick, then they are sorted.

You can scan the enemy from 5K away, just have to modify the scanners is all.
