No access to the file what!!

Sorry I have worked hard and long to make a mod that adds a few bases to liberty but I get this retarded error xo every time I try to activate it. IT simply states this access to c:\programfiles\microsoftgames\freelancer\data\universe\systems\Li01 was denied a little help please? I have searched long and hard and can't figure out wut it is

maybe the file is in read-only mode. Check its properties.
