In What File Are....

I think what you're after is in DATA\EQUIPMENT\weapon_equip.ini

I want to change its properties, i saw the file once, dont remember the name, it said how much damage a "W_Photon01" does to... gravitron shields

The damage modifiers for shield type are in the file weaponmoddb.ini.

Edit - BTW thats in data\equipment. i'm sure you'd worked that out anyway, but better safe than sorry
