Where can i get the BINI file from?

I want to start making mods myself but can't find the BINI file to decode the text already here can someone tell me where to get it please.

Download BiniQDU.
Unzip and run the BINDQU.exe
Then, right click the .ini you're looking at and open with ... browse to point it at bini.exe
The prog should create a copy with .txt appended. Edit this how you like with Wordpad, save and close, then delete the original .ini (backup first) and rename the .txt to .ini
Away you go
