The voices are in the ..\Freelancer\DATA\AUDIO folder, in the .utf-files.Right-click one and open with WinAmp (you might set WinAmp as the default prog to play these files).
The dialogues appear to be fragmented over various files, and each files contains a large number of thse fragments. So obviously, the program has a way to put these together into a coherent message. But I have no idea where and how this is done.
To be honest, I haven't made an in-depth-study of all the ini-files concerning the voices. The audio files were the first files I looked at, when I started to investigate the game. I didn't know anything about modding then, and when I discovered these LR-FL-editing forums, I decided to dedicate my time and energy to investigate the more basic stuff like the ini-files, and how to make systems etc., and haven't looked into the voices-files since.
But, eventually, it would be cool to know how to add the names of your own systems and stuff to the dialogues, so you might here "Looks like we're not the only ones going to the Kashmir system", or whatever the name of your system is.
Creating the voices is not the real problem; this could be done with a prog like TextAloud. The real problem is to find out where and how the program puts the various fragments together into a coherent and relevant sentence, and to find out how to add your own stuff to that. For the time being, I assume that it simply can't be done at all.
