what program is safe to edit mpnewcharacter.fl file

can someone tell me what utility I should use to edit the mpnewcharacter.fl folder ......thnx

Use biniQDU or binilite which can be found in the utility download section

are you sure I can use bini for .fl files....not ini.files but .fl

that file is already in text format no need to use bini or binilite just use wordpad to open it.
