Need a speed-modded constants.ini (PLZ HELP)

Because i cant get it to work myself. BiniQDU just says its not a ini file.. Run time error 53... But the ini file still isnt decompressed so i cant get changed cruise speed to work.. Ive added the line CRUISING_SPEED=800 under EngineEquip etc. but it does not work!!! Please send me a speed-modded one cuz its just going to slow
