What program for files?

What program do I use to read the files? Specifically, I want to hack the file empathy.ini, but when I open it in notepad, it's mostly gibberish. What should I use?

Even though this information is in the sticky threads, I will answer it.

This is what I use.

Encrypted .ini files - BiniQDU
Unencrypted .ini files - Notepad (Don't use BiniQDU, it'll mess em up)
Uncompiled DLL's - Visual Studio
Compiled DLL's and EXE's - PE Explorer

I don't do any stuff with the graphics, so I don't know what people are using.
