Typically, the last number (which is always 1, except in market_commodities.ini, where it serves a purpose) is the price multiplier. It either doesn't work on ships, or it's not the price multiplier. All I can tell you is that

marketgood = ship_package, lev_req, rep_req, 1, 1, 0, 1, 1

is a buyable ship and

marketgood = ship_package, lev_req, rep_req, 0, 0, 1, 1, 1

is just INI fodder.

The last number is the price multiplier. I don't know whether it applies to ships or not, but that is what it represents.
