mbases.ini questions

Hi peps... help please...

Question 1: For file "mbases.ini", what do these lines do?

[MVendor
num_offers = 8, 12

Question 2: Is there a rule to how many "know = ..." and "knowdb = ..." we can have for each person?

Question 3: Can the AI repeat same rumour/offer-knowledge, if can then how do we make it so the AI will not offer rumour/knowledge we already heard/know?

I can only answer the first one because my escapades into the relms of that ini file are limited it tells the comptuer how many mission offers to give (in this case, from 8 to 12).....I think
