ive done a "new player" mod for any server, simply alter the new player ini for what planet all new players spawn at, their level and their money.
its also just as easy to alter which planet offers which ships to buy and which weapons ans such they sell.

this is about as simple as it gets since i dont know the encryption MS is using on the other files. can someone direct me to a link or a thread here that has the encryption key? id be much interested in giving my 2 cents worth into the mods
