FLSHELL on win 2k3 server

I have recently installed FrontierSpace 1.75 mod and tried to run Shell with it. The server and IFSO run fine but shell is inactive.

Machine spec
Athlon Dual Core 1900
2gb Ram
Win 2k3 server

Any help would be appreciated.

its not because of win2k3
its because of the processor of that server and no there is no fix
