It says my current worth is about $230,000 and I need (about) $133,000 to advance to the next level. So... why haven't I?

The $133,000 is how much more you need to reach that level, its not based on how much you have, unless you spend a little.

Run some rim system missions, they pay better, or do some trading either will get you what you need.

If you still can't level up after doing as FD suggests then you have a problem, your autosave is corrupt and you'll have to delete it and use a normal save point to continue.
