I can help you if you get stuck, but as with anything that would take a couple of hours or more... if you want it done, then you're going to have to do it yourself.
Now, that said: UTF Edit can be found by searching from the News page here (the "main page"
, and it's pretty easy to do what you want to do:
1. Open up UTF Edit.
2. Click on the "open" button, and find the appropriate TXM file.
3. Open up the Texture Library tree. If you're looking at buttontextures.txm, for example, you're going to see entires like HUD_targetingelement. If you click on that you're going to see entries that say MIP0 all the way down to MIP8. These are the TGA files that are being used by the game. Export them (don't forget to put the .tga extension on the end), edit them... and then import them back in... and save your work.
It's really not hard, just time-consuming. You can do it
NOTE: if you're going to do this... do be sure to back up the files first... or make a mini-mod (just re-create the directory structure and stick everything in FLMM's mods folder... go look at little mods people have done if that's confusing)... I'd go the mini-mod route, myself, as then it'd be much less likely that I'd hose my FL installation and have to reinstall (not like I don't have to do that a lot, as a mod dev.).
