Being an Officer, can I get higher ranks?

If I choose to be an officer, do I start as a recruit and get higher ranks
with the time, or will I have the same rank all the time?

You can work for a faction, but you can't JOIN them. It's all one-night-stand, no-strings-attached missions You get paid per mission, not monthly salary. So no, you can't get promoted.

Actually you can
Just join the wolfpack or another organisation like that
