I think the escape pods are just counted as any other cargo, they don't actally have a person in them, so there isn't any sort of affect on them, i don't think the game is that detailed.

Well that beam looks pretty bad. I would assume that if you tractor a person in that is not in escape pod that it could hurt him. IMO

HAHAHA thats hilarious Fear Factor!! anyways, no i dont think the tractor beam has any effect on the poor soul that you are about to bring into painful torture by the liberty police. Personally, id rather be killed by that zappin tractor beam than be tortured with little boom sticks. So overall, it doesnt mattter. The person in the pod is already mad at you for disabling his ship, so if he is a little shaken up, dont care.
