I didn't kill the 'blimp' guy, but I did push him down a hill into the river, which was most satisfying.

Hard trade off between freedom (kill anything and bear the consequences) and protecting your future options. Do bases fire back if you have a go at them?

If a mission you're on calls for you to attack a base, you bet they fire back at you.

Let's get those missiles ready to destroy the universe!!

But what if you get up on the wrong side of bed one day, and just attack a random base?

If you're hostile to the rest of the people in the area with the base in it, then they take pot shots at you. And they hurt pretty bad, as well.

Well you can't destroy bases etc., but apparently the AI does not know that, i've seen bounty hunters attacking hostile bases...

Yeah, we tried. 25 Torps and no go with the USS Rio Grande. She was still standing. Same with Fort Bush.
