You should level up automatically when you hit the needed limit.

You will gain a lvl when you reach the net worth limit, then it will say Mission fo r the next lvl requirement. At this time Juni will be looking for you. Check your nav map for where to meet her.

Again I ask, how this game can be called "open-ended" when you are forced to do the storyline missions to lvl?
