How do you Hail?

How do you hail a ship. I select a ship and hit the "P" button but it does nothing?

Is this not an option?

Try the button labelled "Hail" on the lower left bar? =P

Looks like a satellite dish kinda.

hehe im a port commodore and couldn't figure out how to swap weapons with ones in my cargo.
