I was in the Kyushu system, and I heard a trader say this to his escort. Not a very strong escort, mind you. This is practically ASKING pirates to loot you. Seriously, who writes these lines?

I hope our cargohold full of VERY VALUALBLE COMMIDITY gets to our destination, we almost didn't make it back there.

So why can Juni make a private channel and not NPCs?
