Making mods is generally the result of creative thought processes of the mod builders. I doubt that any of our mod makers are taking requests at any point. Suggestion: Try it yourself. It'll take some time and much trial and error, but Chip's tutorial in the forums will have you experimenting in a very short time. No, your first ships won't look like those in Tie Universe, TNG, WTS, or other great mods, but with practice you can do it. Don't give up halfway through, and part of the fun is to keep testing along the way with ships and changes in the way the ships function. I ended up with hardpoints that were about 10 meters below the wings of a ship I made, but I played it for a while and had some fun with it. Firing weapons that we're just suspended in space gave me some good laughs after a bad day. Just remember, takes time, patience, and a good sense of humor. Plus flying your "mistakes" can be the best part of it.
