Where is the paralyzer missile launcher? Which system?Which base?

You can't get it in an unmodded game. You can get missiles for it, but not the launcher. Just one of those things.

I think you can get it on planet crete. not sure though.

No, you can't get it ANYWHERE in an unmodded game. Full stop.

This had been posted in another forum and answered that it isn't for sale anywhere. No missle03's are available in the game. If you want it badly, just mod a base to sell it.
