Rumors on Bases

Is it possible to read rumors for factions without being in the game? As in a file where all the rumors are stored?

I used Freelancer Explorer to read em all

Right Click on teh Star System is in, And goto edit.

After the system has loaded.... Right CLick on the bases and goto Edit Characters.
