You have to accept Juni's first mission, so its hard for the rouges to like you. So work for a corpartion (eg Interspace). until you are ready to go to Bretonia. The liberty rouges arnt in bretonia, but the Mollys and Gaians are. To find a pirate base, use the patrol path option in the nav map. Follow the patrols in to open space, and look for places where they converge.
MP:
Easy. You should start on Manhattan. Look at the nav map. At the bottom of the map are two jump gates. (ok so u cant see them now, but there there). I think the jump gates are texas and colarado. head to 1 jump gate, then cruise across open space to the other. About half way between them is a liberty Rouge base, Buffalo Base
