I think the Outcasts are the more criminal. Maybe it's because I fly around their operational area more than that of the Corsairs. And the fact that they distribute Cardamine purposely to addict the Houses.

I wopuld have to say outcasts as they arent really freinds with anyone and they got some shu cool ships.

Well, the Outcasts are evil as hell, but they have a zany scheme to the evilness, which makes them better than a bunch of bandits.

The outcasts are more criminal, especially considering they once attacked a transport convoy and then jettisoned the crew into space. The outcasts are basically an independent faction as they are now. They have alliances even though they are listed as having none. The corsairs arent really true criminals either. They just want to take over all of Sirius.

I would pick the Outcasts simply because their sabre is better than the titan imho, and I like the krakens and wyrms better than the salamanca, and although the tizona is useful, it can't stand alone.

Outcasts have allies to spread their product (cardamine) around, and the house factions are big buyers of the stuff. They know business opportunity when it hits them.

Corsairs smuggle artifacts, but without any ally support they stand to make less profit from them. If you wanna make it big in business, you gotta network, gain support and find more potential customers. From this standpoint alone, I'd say outcasts are more criminal, especially since they're distributing a drug thats quite addictive. Outcasts could grab supporters hooked on cardamine and with the extra help, wipe out the Corsair threat--if it was scripted that way.
