As for the nomad weapons, check the spoiler forum, you can get them in SP, as for ships, check there too, but don't think so unless you mod.

No way to get Nomad ships. Without saying too much, you CAN tractor in Nomad weapons from ships you've destroyed. But they are level 10 guns only.

p.s. Look at the Spoiler forum and it will tell you where to find LOTS of Nomads!!!
