Nah. That patrol is 1)in the Badlands and 2)it's a Navy patrol. If you look at the news stories between missions 2-4ish you'll see a story about a Liberty Cruiser patrol that entered Zone-21. I think it's one of those sound files they meant to use but never did. Like for example, there's a few files where King says "I'm waiting on you freelancer..." in a completely different voice. He even calls you "friend." Freaky.

No, it's used. In one of the Order missions, when your on the Osiris, you can sort of overhear one of the Order pilots rambling on about it.
