lol, never noticed npc levels, too busy killing them 
, to kill high level npc the best setup imo is 2 del cids, 2 nomad blasters and a starkiller torp lancher. the del cids take down shields real quick, nomads do big damage for energy output so u can fire it forever and the torps deliver huge damage for low cost and are very effective especially since npc don't dodge 'em
