Are you sure the server has no mods, as its totally possible to make it so that they don't drop anything. Doh - had to edit as its a spoiler. You know there are two locations for them, so try the other one - which is a more druggy place. Is that cryptic enough to make sense but not spoil?

As far as I know, you don't need to be a certain rank to get the weapons. Every time I got a VHF I immediately headed to the systems and got the weapons easily.

Some get em at lvl 32 but certainly never under 32. and guaranteed at lvl 34 and above.

I've found they get dropped more often when I have 1 million or more credits .

The threshold for all loot drops is based on total net worth. For the Nomad guns, the threshold is about 10,000 less than the total required for level/rank 33. IOW, you can get Nomad gun drops at level 32 if you're very close to level 33, and of course at level 33 and higher.

I got the nomads to drop the guns at level 30, but it took about 90 kills before i got that one.

I went off, made some money until i was level 34, went back and got a gun for every 5 killed or so.

Just my $0.02, but it could just be the cardamine talking.
