They may not really know about the Nomads, but they could make a pipe from Alien Artifacts. Heck, that's how they get all their money selling those sparkly little things.

P.S. It's kinda interesting that they don't know about them, 'cause just yesterday I was fighting with a group of NPC Titans against a large force of Nomads near the Graveyard of the Innocents. I think it's quite possible that the elder council is secretly killing off braincells with Cardamine...

Meh, its in the grass, its a lesser form of whats on that other planet in that system where caradmine comes from I think.
