With me and my Eagle, I'm pretty safe everywhere. But I'd say New York is THE safest because those police with their puny little guns just can't get through my shield even if I sit still and let them shoot me all they like!

Well,.. it all depends, doesn't it?
I would consider Liberty the safest place, even though the navy,LSF, and the Liberty Police wished I was a wreck in space. If I didn't have my Sabre and a lvl 10 shield I wouldn't be able to read my newspaper outside the Docking Rings of New Manhattan, because of the packs of law shooting away. Where do you belong? That might clue you into where its safest space for you.

I'm viewed as hostile by all Police and Military organizations, along with the GMG, BHG, IMG and many of the house corporations, I am however allied with all Criminal factions except Hogosha and one other that just slipped my mind, with which I am neutral.
I'm only safe when in a system full of crims or hiding in the asteroid fields off the tradelanes, however there is always the chance of attack, mainly by the BHG, so I'd have to say the safest place for me is New York.
I curently fly an Eagle with a lvl 10 shield, though I'm thinking of trading it for a light fighter or Dromedary.
