It is a known bug even though some people refuse to believe it. The disruptor turns on the engine and sets it to 80 speed if it hits you in a kill-engine slide at higher speeds.

Fix, engine kill then press and Hold V and use your turret and kill the missle or turn and kill it with main guns.

I hate cruise disruptors, ecpecially in the House systems. If it were in the Omicrons or the omega's I wouldn't mind, cause I like a good fight. But in the houses it's just a very annoying delay being dis-cruised by some Liberty Rogues in Colorado.
Did you btw notice how in New York noone has a cruise disruptor? That's the only reason I like it in New York.

Kusari is best for trading cause there's no hostiles, in MP anyway.

I normally leave my countermeasure dropper active when I'm running away, and I usually engine kill with my thrusters. no becomming a sitting duck waiting for cruise disruptor to knock you out again, and the enemy AI will make the ships chase you only so far before they turn around and leave.
