I suppose to a certain extent they are. They definitely respond to your reputation. Neutral NPC's will turn hostile if one of their allies shows up and is hostile. Sometimes causes a (deadly) cascade effect.

We like to pretend two things. 1. Some of the shipments are not so legal.
2. Pilots are stupid or smart.
