ok im in kusari part of the campaign
i buy a drone and buy 175 thruster components to sell them a denver,i go to shi***u
i go to galileo take the first lane and when i come out on the other side,samura,kishiro kusari naval forces are all ennemies!!!

I guess they have a connection with the Liberty police/navy, and those are hostile, and in the Independent worlds Liberty and Kusari forces can be 5K close to each other. That's why.

Just load and try again.
