problems with SP

I've just finished beating the rhineland fleet and have been running around Kusari for a while now taking missions and working on my ship. my net worth is quite a bit higher than the amount needed for the next level. 110,000 vs 88,000

What is the deal?? how do I advance to the next level?? am I missing something or do I need to go back to the last backup save an try again??

oops, I guess I wasn't patient enough.

It magically started working again.

This is a common mistake. The next level requirement is how much MORE you need, not the total.
