I'm assuming that by "openSP" you mean no story lines? if thats the case then yes, It comes with freelancer mod manager. as for the all nutral, not sure if there is a "mod" for that I may be wrong though. You can edit the reps though. But I just started edditing so not to knowlageable on that subject. But I'm sure that there is somone in the editing forum would help you with that.
