Using a mod in a server without the mod itself

I would like to hear of evry1's opinions about this
Coz i found a cheater who was killing everyone with a mod (extremely lame)[Speed hack with afterburn,special shield,200 nanos and batts,super refire rate
And when he was told to turn it off, he said it was permanent, i don't know much bout mods since i don't use them but i think mods are not permanent right?

Depends on the mod but most can be easily uninstalled with the mod managers, but probablly he edited the files himself and didnt backup what he changed so just ban him.
