Toxic Waste

I can understand a base selling toxic waste, but why would any base buy toxic waste off you?

In real life, weapons-grade material (for nuclear or chemical weapons) can be extracted from certain types of toxic waste. Likewise, certain refining techniques need chemicals that are wate products from other refining techniques. There are reasons why people would buy the stuff, thout they aren't obvious.
